In 2021, planning consultant Michael Baker International guided Borough representatives, a committee of 16 citizens appointed by Town Council and the public through a 12-month process to prepare a new comprehensive plan, Chambersburg Vision 2035. A comprehensive plan, also known as a general plan, master plan or land use plan, is a Council-approved strategic planning document designed to guide the future actions of our local municipality. The comprehensive plan also presents a vision for the future, with long-range goals and objectives for various activities that affect local government. Municipalities update their plans from time to time, with the Borough last adopting a comprehensive plan in 2008.

The draft comprehensive plan, Chambersburg Vision 2035, can be reviewed by clicking on the link below.

On April 13, 2022, Troy Truax from Michael Baker International will lead the Public Meeting, starting with a presentation to describe the planning process and the contents of the draft plan, followed by time for members of the Planning and Zoning Commission and public to ask questions and provide comments about the draft plan.

The Public Meeting will be followed by a 45-day public review and comment period, at which time the Chambersburg Area School District, Franklin County and the municipalities surrounding the Borough, Greene, Guilford and Hamilton Townships, will be provided with a copy of the draft plan. Also, during that period, anyone unable to attend the Public Meeting can provide comments to the Borough in writing or via email. Written comments should be mailed to the Borough of Chambersburg, 100 South Second Street, Chambersburg, PA, 17201, to the attention of Guy Shaul, Community & Economic Development Specialist, or emailed to Mr. Shaul at gshaul@chambersburg.gov.

After the 45-day public review and comment period, and a recommendation from the Planning and Zoning Commission, the draft comprehensive plan will be presented to Town Council to determine whether it should be adopted, as recommended by the Commission, or changed in some way as decided by Council.

Any person that has questions or needs accommodations in accordance with the Americans with Disabilities Act in order to gain access to or participate in the Public Meeting should contact Guy Shaul, Community & Economic Development Specialist, at 717-251-2446 or at gshaul@chambersburg.gov.
